Victim Of Constructora Torrente Bolivia

I bought an apartment in La Paz, Bolivia with the company Constructora Torrente. This has been a total nightmare and in this article I will tell the story. 

My name is Gareth, I am from England, and I came to Bolivia in 2021 to be with my Bolivian girlfriend. We wanted to live together in LaPaz because her family is from LaPaz and it is hard for her to come to England. 

We found the company CONSTRUCTURA TORRENTE BOLIVIA that had offices in San Miguel. The owner was nice and so was the assistant. They showed me the start of the project, many legal documents, the plans and I met the owner of the land. The owner of the land even had a factory and we went together to see the factory to ensure that my money would be safe. 

They were planning to build an apartment block in the district of Achumani. I decided that I will pay an apartment in his project. They made many promises to me at meetings. Once promise was that if the construction is delayed, they will give me money to pay for my rent. Obviously they never gave me any money. 

Then I paid $34.000 and we signed the contract. 

Then the trouble began. 

A couple of months after I paid, I was told that the apartment will not be built. There will be no construction. The owner said to me that if I give him more money that he will give me an apartment in his other project. 

I did not pay, but they did give me an apartment on the 9th floor of the Sopocachi project and we signed a new contract. Though they put a different price in the contract. I paid $34,900 but they put in $34.100. They are clever. 

They said they will build this project by Dec2023 and promised me that 100% it will be complete. By Dec 2023, maybe 15% of the project was complete. 

In 2024, it was the same story. They made promises that they will built it by January 2025 or July 2025. They did not build it. Everything I had a question they would claim that I am just not patient and the problem is with me. 

I would often see other clients who bought apartment with TORRENTE. I heard them shout in the office and I saw people crying. 

But why do these clients not speak to the newspapers? Why are these clients silent? Maybe I know the answer. 

In September 2025, I posted on Facebook about my experiences with TORRENTE. A few hours later, my friend got a phone call from an angry person saying I must delete all my posts or the company will "DENONCIAR" me. My guess is that many people in Bolivia are scared of TORRENTE

I am lucky, I am British. I have the British Embassy to protect me. These other clients do not have this luxury.
